Neighborhood Transformation Plan
The People Plan
The Stop Six Choice Neighborhood Transformation Plan was informed by a 2012 community needs assessment and an additional assessment completed in 2019 with assistance from Cavile Place residents, community stakeholders and other partners. The community identified three goals and guiding principles through the process:
- Increase income and financial stability of target households.
- Improve the health of target residents by delivering comprehensive, family-centered support, and high quality, accessible health services to youth and their families.
- Improve educational outcomes of target youth by delivering comprehensive, family-centered support, educational and career services.
The Cavile Place community included 252 households and 692 residents during the assessment period.

Average Annual Household Income
The People Plan established five goals:
- Children, Youth and Adults Are Physically and Mentally Healthy
- Households Are Economically Stable and Self-Sufficient
- Children Enter Kindergarten Ready to Learn
- Children Are Proficient in Core Academic Subjects (Reading and Math)
- Youth Graduate from High School College or Career-Ready
